DIR’s executive management team oversees the technical and business operations of the company.
Russell H. Jackson, President/CEO
Dr. Jackson founded DIR in 1984. He earned his Ph.D. in urban and regional planning from the University of Michigan in Ann Arbor and has bachelors and master’s degrees in psychology. For over 35 years, Dr. Jackson has directed large-scale, multisite projects for public and private sector clients, with an emphasis on education, workforce development, human services, organizational climate, minority business development, and youth services. Dr. Jackson provides DIR’s strategic leadership and also serves as a project director, quality assurance reviewer or senior advisor on projects.
Sylvia R. Epps, Executive Vice President & Director of Research Operations
Dr. Epps earned her Ph.D. in Human Development and Family Sciences from University of Texas at Austin. Dr. Epps has over 15 years of varied experience in conducting evaluation and analysis, especially conducting database abstraction and analysis. She directs the design and implementation of DIR’s major survey data collection efforts, including survey design, instrumentation, programming, and analysis planning. Dr. Epps has research experience in the contextual effects of poverty, the well-being of low-income children and families, out-of-school activity settings, adolescent development, and cultural and ethnic differences.
Carol A. Pistorino, Vice President and Director of Quality Assurance
Dr. Pistorino earned her master’s degree and Ph.D. in applied developmental psychology from the University of Miami. She has over 20 years of research and evaluation experience and has served as principal investigator, project director, or senior researcher for program assessments and evaluations, including those involving random assignment. Dr. Pistorino also serves as quality-assurance or project director for DIR’s assessments of educational initiatives.
Pam V. Wells, Vice President and Director of Survey Operations
Ms. Wells earned her bachelor’s degree in psychology from the University of Houston. She has over 17 years of experience in survey operations and project management. Ms. Wells has managed large-scale, multisite data-collection projects and has directed numerous telephone and in-person interviewing efforts with low-income and minority populations. She also has extensive experience and expertise in survey design and implementation, including mixed-mode methodologies.
Monica Polino Schneider, Director of Data Processing
Ms. Polino Schneider earned her bachelor’s degree in psychology from Vassar College. Ms. Polino Schneider has more than 20 years of experience in survey research and data management; more specifically in the management of programming systems, the development of quality control systems to ensure the integrity of the output from computer-based applications, and the preparation of documentation for computer programs and applications. Ms. Polino Schneider is an experienced SAS programmer, CATI programmer and research project manager.
Julie Gloudemans, Director of D.C. Job Corps Operations
Ms. Gloudemans earned her Master’s in Biostatistics from George Washington University and brings more than 15 years of experience in education, policy analysis, and program evaluation. Experience includes performance management and outcome measurement systems in job training and development as well as evaluation of educational programs. She is well versed in quantitative and qualitative methods, including the management of large and complex databases.
Olaidé Banks, Director of Financial Operations
Mr. Banks earned his Juris Doctorate degree from South Texas College of Law and is a certified public accountant. Mr. Banks has over 15 years of experience with DIR and directs all accounting, finance, contracting, and compliance functions within the company.
Kris Brisco, Accounting Manager
Ms. Brisco earned her Master’s degree in Accounting from the University of Phoenix. With over 10 years’ experience at DIR, Ms. Brisco manages the daily operations of DIR’s financial operations unit, including budgeting, payroll, invoicing, accounts receivables and payables, and contract administration.
Jose Gonzalez, Director of Information Systems
Mr. Gonzalez earned his Bachelor degree in Management Information Systems from the University of Houston. Mr. Gonzalez has over 13 years’ experience in network administration and support, hardware and software upgrades, maintenance, and troubleshooting. He is responsible for developing and implementing DIR’s information system administration controls and policies. Mr. Gonzalez is also responsible for all aspects of data protection, systems development, and information system security controls documentation.
Samuel Legette, Human Resources Manager
Mr. Legette earned his Masters of Business Administration from Prairie View A&M University. With 10 years of human resources management experience from various organizations, he manages DIR’s daily HR functions. These functions include hiring, training, professional development, employee engagement, and a host of other tasks.
